it looks like a fluffy marshmelow u know all white, small. i thhink its fur is actually curly i dont really know i seeit on dog shows all the time and think it's so cute but I cant seem 2 remember the name of this particular dog?

bichon frise is the only breed that fits that profile.

It's really hard to answer, there are lots of small white fluffy dogs! Could be an unclipped miniature Poodle? or a Shitzu, Bichon, Japanese Spitz or even a Chinese Crested Powderpuff. Just type the names into Google Images and see if you recognize any of them.
