  1. Vetrinary professional, because animals are property.

  2. Which do you mean: which company provides the cheapest errors and omissions policy or which occupation has the cheapest errors and omissions policy?

If you meant the former, some standard insurance comapnies (like ING Insurance and Axa) offer errors and omissions insurance (aka Professional Liability) for certain types of industries such as opticians, barber shops and hair salons, vetrinarians, funeral directors and a select few other types of professions. Most other types of standard professions (i.e. accountants, lawyers, architects, etc.) have specialty markets that will insure them. They are more expensive than the standard markets however the standard markets will not insure these risks. E&O policies for unique occpations, such as consulting work, will have to be submitted on an individual basis to specialty insurers. These would be the most expensive type of risks as most insurers will not have an extensive loss experience with them and will therefore quote high until an experience is established (could take decades).

If you are talking about the latter, it depends. A vetrinarian with claims history would be more expensive to insure than a architect with none.
