  1. I use Rogers. I have high speed internet, 2 cell phones, home phone and cable for less than $100 per month. And Rogers supplied the cell phones and 3 handset home phone as part of the package. I have found that the trick is refusing to agree to anything with them until you have negotiated for every last perk they can offer. Don't go to a Rogers store or kiosk, phone the sales centre. Then keep asking "What else can you offer me?". My cell phone plans are pretty basic (200 minutes per month with free evenings and weekends) but the internet service is good and the cable is about 100 channels.

  3. You can get basic internet and then use "Skype" to call out. All you need is a headset with a mic and you pay a couple of dollars for a lot of minutes. My brother uses it and it is very clear, even from Toronto to Korea!

Start by talking to Rogers and Bell and getting a quote for service for both of these bundles and their prices...also look into Primus and other small ones, like Yak, etc and they are starting to offer home phoen and internet too...do your research before you commit, bc they do sign you onto contracts and to break out of the contract will require that you pay for the cancellation fee, and that fee can be quite high....good luck.
