What's the correct: "speak with me" or "speak to me"?

Both of them would be correct?

That depends of the situation?

I've seen both, I can understand the context but I don't know where the difference is exactly.

    Come speak with me when you are ready to discuss what happened.

    She did not speak to me regarding the situation.

    Speak to me = Only you would talk.

    Both are correct....  but they are used differently.
