Question:

What's the definition/use of the word "commission" relative to design/build and construction?

Need a link if anyone could... it's supposed to be the handing over phase where the builder/contractor checks all of its works to make sure that the infrastructure is operating as it should.

    All of the other links I found use the word "commission" to describe the act of starting the process of creating a new building.  That is, collecting capital, hiring architects and building engineers, etc.  That's one use of the word.

    The other use for the word is as you describe.  When the building inspectors finish inspecting all aspects of a new construction, they declare it fit for public use and occupancy.  That is a form of commissioning.
