What's the difference between UN General Council resolutions and UN Security Council resolutions?

If you mean the General Assembly -- the primary differences that their resolutions are:

-- non-binding

-- no member can veto the resolutions

-- they are passed by simple majority or 2/3 majority, depending on the type of resolution.

The United Nations Security Council has the power to pass both binding and non-binding resolutions. And any one of the permanent members -- China, Russia, the USA, France or the UK -- can veto a resolution.
