  1. I have no idea, you have asked this in the wrong section. Sorry but I can't help you.

  2. It really depends on the TV.  I'm assuming you have a 16x9 set.  Regular television pictures are 4x3, much narrower than your screen.  TV manufacturers often include different viewing modes in order to stretch the shape of the 4x3 signal to fit the wider screen.  But because it's impossible to do this without distorting the original image, several different options are common.  One common mode stretches the image more on the edge than in the center.  This is good for material where the camera doesn't pan left or right, like news shows.  The anchorperson's head won't be very distorted, and the edges are generally just GFX.  Other modes will chop a little off the edges and use less distortion.  The only way to tell what's happening (short of reading the manual) is to display some kind of test card on your monitor.  These generally have a series of geometric shapes like squares and circles in various places, and you can by the way they look (oval?  rectangular) what's going on.

The best mode to use is the one you like.  Try one, and if you don't like it, switch.  Neither is going to be "correct," because the only correct way to view old TV shows on a wide monitor is with black bars on the left and right sides.  So just pick the best compromise.
