  1. Registered mail is numbered, gets special handling, and is tracked by the Post Office so that you can be confident it won't be lost.  Certified mail is also numbered, gets special handling and is tracked by the Post Office, but in addition, the Post Office certifies that it was delivered to the person or address where it was sent.  Using registered mail to make sure a check arrives safely gives you confidence, using certified mail can result in a post card receipt being returned to you which you can use as legal PROOF that the person received your check or letter.

  2. Certified is just sent normal mail and the green slip will come back to you with the name of the person who signed it.  It cost around $5.14 or thereabout.

Registered mail has to be signed for by any and all handlers of that piece of mail.  It has a tracking number!  If a mail carrier loses the Registered Mail... they've lost their job.
