Assuming that someone cannot obtain a regular credit card or a checking account, but wants to make online purchases with a minimum of hassle and extra expense, what is the best option?

you can buy a visa gift card somewhere with cash. I think you can buy them at banks. there is also one I saw an ad for on tv. it's a reloadable visa card.
