I assume this has to do with the three prong Playstation 3 vs. a two-prong TV display, but I'm not sure

  1. This is called a ground loop.  They can be a pain to track down to fix at times but not always.  In this case, you can get one of those 3 prong to 2 prong adapters for the PS3.  This is a bad idea as it will prevent any leakage current being induced by the PS3 from being sent to ground.  The fact that adding the PS3 causes this means that either it or something else in your system that is grounded has a high amount of leakage current.  More information is needed in order to troubleshoot it.

One way to try to track this down is to leave the PS3 connected and disconnect anything that is grounded (has a 3rd prong) such as a cable box or dish receiver.  This will tell you what other device is sharing the path to ground for the leakage current.

Now, take this device and the PS3 to another setup (TV, home theater, etc...) and see if you get the noise.  This only works if the second system has a grounded device too.  If no noise, then try the other.  This should help you find out what device is causing the problem.
