  1. Just make sure the concrete is clean. Are you doing it or having someone do it for you?

  2. If you really want an easy way to get a pad with your carpet look into something called Kangaback.  There are some very economical carpets at places like Lowes and Home Depot that have the pad already attached to the carpet.  Then all you have to do is get the right measurements and glue or tape it down.   You can usually get them in 12 foot or 15 foot lengths.

  3. The easiest way is just dont do it. You are much better off using a low nap carpet glue down than any pad. Especially if there is even a hint of moisture in the room. The padding will absorb it then smell. It's probably not what you wanted to hear. An indoor/outdoor carpet once worked real well for me in a previous home.

  4. Depending on what your doing, I would suggest checking out a book at your local library or buy one at your local hardware/home improvement store. In my situation, the first thing is to check the condition of your floor and walls and with that being ok install a vapor barrier. After the barrier, install a frame and floor then install your carpet. By doing it this way you will eliminate much of the moisture/water concerns. Hope this helps
