  1. Contact the city zoning board, or inspector. They will usually do an inspection of the property and issue an order to remedy the situation within a given period of time (usually 30 days) or a fine will be assessed. After that, if there is no improvement, they may do the clean up themselves and send your neighbor a bill.

  2. Take pictures to the city and show how it is a health risk.

Contact your governor if you have to.

Forget calling the city. Just head into city hall with the pictures. And if you can get other neighbors to sign a paper for you even better.

Contact your local health chapter as well.

  3. In my city it is code enforcement, but you cannot just call.  You must physically go to the city hall and visit the department.  They have a form you have to fill out, you must know the address of the property involved and be willing to give yours.  In your case, you will get expedited inspection because washing machines, stoves and other appliances are considered a death trap and serious safety detriment to children who could get trapped inside and die.
