  1. Officially, the same as any 2 countries who share diplomatic relations.  Total travel free between them, embassies in both capitals, etc.

    There were some rough spots when Vicente Fox was president, but they seem to have been smoothed over once Calderon took over.

    No, there's not been any change in the Cuban government over that time.
