It really depends how the girls feels about the guy.

If she really really likes him, then the guy saying she is ugly and mean if probably one of the worst things he could say.

If the girl doesn't like the guy very much then I doubt telling her she is ugly and mean will add much to her hatred (but it still would be mean!). The meanest thing the guy could probably say if the girl hates him is that she is easy and sl*tty (when she really isn't).

I got my first kiss at 12 years old and I first made out at 13 years old.

There are plenty of mean things he could say. If he caught her doing something, saying something like "I would expect it from every other girl, but not you. Now I know you're just as bad as the rest of them."

Saying something like, if they were dating, "We're over, I thought I loved you at one point. But I realize it was all an illusion. Like you."

Of course, they'd both have to be with a sort of angry tone.

Then, if he didn't like her much, then he could say just about anything. For, if she's like any of the girls I know or my friends, they wouldn't take it really seriously if they didn't know the person. That's why it matters the relationship. If they're friends, just laughing at her could be enough to really tick her off. But, if they're dating, then he could probably really do some damage.

And I haven't been kissed yet. But, I'm not obsessing over it. It seems like a big deal in Junior High, but it's really not.
