  1. certain geographical area say a county or a district is put under one area that is called  one  ZIP area.the whole world has been categorised as zip area,  in india it is called    pin code

    Uganda is not a territory and does not have a ZIP code.  In other countries they have similar systems often referred to as postal codes.
