What's the name of that cartoon of the singing "paper" talking about how Congress really works?

It looked like it was made in the 70s. He'd sing about the gov't w/ other characters. I don't wanna say he "exposed" them but showed an alternative view of the gov't. He look like he was suppose to be a bill or a law on paper or some type of scroll.
