Somewhere, there is a Canadian Company that sells cheap plastic bagpipes. Does anyone know what it is called?

No just kidding. Try this website. They are not cheap, though. If you want something less expensive and just to practice with, then perhaps look on eBay for a used set, or do a net search for "Canada bagpipes maker". I also found a pretty good site set up by a fan of the bagpipes which may help.
