  2. Well, La Grande Jatte is a good guess, but it is a painting of people on a river bank, not in a park.

    Plus, they are French, so not quite Victorians...

    Perhaps what you are looking for is a painting called

    Summer's Day in Hyde Park by John Ritchie, 1858.

    Another possibility ( and these people are definitely French ) is Eduard Manet's Music in the Tuileries Gardens, painted in 1862, now at the National Gallery in London.
