What is the name of the guy with the mustache that has a kinda g*y voice? He plays the voice of a shark in one episode where he says "I'm gonna eat y'all"

Can you please help me out I want to know the name of that guy or at least what they call him.

Bruce the Performance Artist - Mustached man who speaks in a calm, southern-like drawn-out voice with a slight lisp, with the catchphrase of "Oh noooo".
