Who's the person called that "serves" subpoenas and bills...like the guy on Pineapple Express? My boyfriend wants to know how to become one and I don't even know what they are called...

They are called process servers.  Each state has their own regulations as to who can serve and what the qualifications are.  Check with your local court house to see if they know.
