  1. Plain "Ramp Marshalls".


  2. The people who you see on the tarmac with the sticks guiding airplanes into the gate are ramp workers.  They do that in addition to loading / unloading bags and driving tugs to push airplanes away from gates etc.  

    There are also ramp controllers at busy airports who you don't see.  Ramp controllers take over the control of the airplane from the FAA controllers once it leaves a taxiway enroute to its gate or for departing planes instruct the pilots to the appropriate intersection between the ramp (tarmac) and taxiways for the FAA controllers to take over on ground control.

  3. If you mean the ones in radio contact while on the ground, they are ground controllers. If you are referring to the people on the ground directing aircraft to align them in the parking space, they are ramp marshals.

  4. The tower controller and  ground controller are air traffic control specialists.

    There might also be a  ramp controller in a ramp tower.  

    The signalman is a ramp agent.
