What's the point of the terror alert system if it's always elevated?

It has never been below "elevated" since it's creation. What's the point?

  1. The point is to raise it to high just before presidential elections, like they did in 2004, to scare people into voting for the Republicans.  Then it goes back to elevated for 4 years.


  2. nothing really just the government bored making up c**p, that's what i think the point of view from a 13 year old. so yeah.. its really kinda retarded. a terrorist attack could happen anywhere anytime.

  3. because we're currently in an extremely dangerous period in time.  would you want a scale that didn't have anything below elevated?  there would be nothing to look forward to.  maybe in 10 years, it can be 'normal' or 'great' or some ****.
