Canada -- without a doubt.  For all the US's reputation about being a place full of prejudice, it is the original melting pot.  Though the melting pot philosophy had flaws (i,e.  I know nothing of my heritage/cultural influences/roots), it did embrace the idea of the USA as place open to people from around the world.  And really, since then the philosophy has improved.  We just keep working at the problems that keep popping up.

Canada has had fairly open immigration policies, just not that much traffic ...

Despite British influences in Belize, it is certainly not white ...

Argentina has accepted immigrants from around the world for many years, but like the rest of South America, it is primarily composed of people we would call Latinos (and they are beautiful people).

All this said, I am curious about the motivation of such a question.  Let us all in on that when you pick your answer.

Latino is an ethnic and not a racial term. People from Spain or 100% Spanish origin are white. When Americans speak of Latino its mainly mixed Spanish/Indigenous Indian people they refer to. Argentinians are typically 100% Spanish or Italian in origin. Not mixed. Even though they are "Latinos" according to Americans.
