  1. PCB's are the circuit boards that components are built on with the wiring designed directly into the board itself connecting everything to make it work. IC's(integrated circuits) are sometimes used on PCBs but are designed differently using CAD programs and then manufactured (sometimes by "growing" the materials via photolithography). IC's are designed to do one thing (although some can be reprogrammed by firmware changes but the physical hardware remains the same).

    To put it into perspective the motherboard inside your PC is on a PCB while the black "chips" you see on it (like your processor) are IC's
