What's the recomended maximum wind speed, wave height for 18 foot long keel sailing boat. (english made Hurley 18)?

I understand your question, but the real limit is within your own safety and ability level.  Every time you go out on the water it is different.  Many years ago when I first started to sail, I would have not even thought of going out in the conditions that I now feel safe in.  I still have a little dinghy (Windmill {16' all open, all wood}) and I go sailing in 20 knots with 2 - 3 foot waves.  It all boils down to your safety.  Stay smart and sail smart.
