  4. Dave is technically correct but, what I think you are looking for is that you have to be 17 to get your license.

In the United States, you can begin to learn to fly at any age, but you can't get a Student Pilot Certificate until you are at least 16 years old to operate a powered aircraft or 14 to operate a glider or balloon.  The Student Pilot Certificate and a medical certificate are required in order to solo.

    You must be at least 17 years old to get a regular pilots license to operate powered aircraft; 16 for a glider or balloon.
