The one that makes animations and stuff. Flash, I think? What's the EXACT name of the one I need to buy if, say, I'm trying to make something for Deviantart or something.

  3. You're probably thinking of Macromedia Flash.  You would make flash animations/programs with Macromedia Flash Writer.  Note that it's not for the faint of heart.  Entire books are written about it.
