  2. Paypal.

If its a new seller or one that has been inactive for a while or somebody selling stuff for $0.99 all of a sudden auctioning dozens of laptops, they most likely will put a hold on his account until they start destinations.

Paypal is not always to be trusted. They make mistakes. Big ones sometimes. And they have a history of trying to pass off those loses to the innocent party in the transaction (the one who was taken). As a buyer, always fund your Paypal payment with a credit card. That way, if Paypal messes up and tries to leave you high and dry, you can call your credit card company and file a dispute through them.

  3. the fact that you can report them to e bay and eveything is documented because you pay with your credit card and you pay through paypal

  4. Unfortunately most of the eBay system is based on the honor system.

eBay however does have a lot of your information that is needed to even start the account.  As difficult as it may be there will be a way to get your money back or get the item.  eBay does a very good job looking out for you as a consumer because if that kind of stuff happens enough then their reputation is oging to go out the window.  THey also have a system of feedback after the transaction is complete about how smoothly it went and everything so enough bad feedbacks will eventually label the person as a risky dealer.

There is always that risk, but the best thing you can do is check up on the person's feedback before you place your bid.  If it looks good then I would feel confident that it will work out.  In fact most of the people selling things arent even as private as you think.  Many companies put their merchandise on eBay so they have that reputation at stake as well.  Most people are good on eBay and even people wth short feedback history can be trustworthy.  Give it a shot and if you do get the screwgy then email eBay and they WILL take care of it
