What's up with Virginia and personalized license plates?

I just moved to Norfolk because of the Navy, I really like it here but why so many personalized license plates? Is this the number 1 state for it? Just thought I would ask...everyone I ask isn't originally from here.

i don't know but its the same in North Carolina, i like it because when you have nothing to do on a trip you can read license plates!

Virginia just decided to make personalized plates really cheap compared to other states.  

Their theory is that more people will get them if they're cheaper, and they'll get more money overall.

They all have the same last name and that is how they tell each other
