  2. First thing to do is to test it at the "demarc".

Somewhere on the side of your house is a grey box put in by the phone company, its where your lines (the inside wiring) meet their lines (the line that goes onto the pole or where ever it goes).

There is a test jack inside of it.

If the volume is low at that point, your done, its a phone company problem and its a free fix.

If its good, then I'd start by cleaning up your wiring.  Restrip any wires and s***w them down again, replace jacks, things like that.  Crud can build up on the wires and in the jacks, and cause problems.

The demarc (grey box) is what separates you from them, anything after it is your responsibility, anything before it is their problem.
