Warsaw, Poland....Even though it is far from the most beautiful city, it's rich history totally consumes me. The country has been through so much in its long history. It is affordable, has friendly people, great food, and a fun nightlife.

If you want beautiful to the eye, go to Krakow. It used to be the capital of Poland. It is an absolutely MARVELOUS city.

London with Sydney, Athens, Amsterdam, and Rome rounding out the top 5. It is the financial, cultural [think fashion and music], and party scene nerve center of the western world; with a rich history not nearly as bloody or sketchy as, say, Paris, Berlin, Moscow, and Tokyo. Moreover, Brits are much more closely aligned/connected with us here in the U.S. and much better than Washington D.C. because D.C. has high crime, cost of living, corruption, and more arrogant people. For a non-capitol city, I would go with New York City.

I haven't been to that many. I have enjoyed all that I've visited, but Athens is my favorite foreign capital just because I have friends who live there and the history, and I really like Greek food and the friendly people I've found there.
