I would say the Russian Federation because they are developing stealth technology, Israel because they are purchasing stealth technology from us, the European Union, because their aircraft are so good they're selling them to us, the People's Republic of China because they're undergoing a massive buildup of forces and there is no fifth country, unless you're ready to include the United States.
