  1. Well, there's a lot to it. I'll only tell you the most important factors though.

    Temperature is affected by time of day, time of year, latitude, longitude, altitude, and location relative to frontal boundaries and centers of high and low pressure.

    Precipitation is affected primarily by availability of moisture and the amount of lift provided. Without a supply of moisture and a lifting mechanism, precipitation will not form.

  2. Latitude,altitude,proximity to large water surface,prevailing winds and the nature of soil etc,affect the temperature.

    Warm,dry air produces clouless skies and little rain.Moisture evaporates quickly in this condition.This is generally the case of deserts.
