  1. I don't really understand your question.  I'm American and I have had bank acounts in France (Societe General), Luxembourg (Banque General du Luxembourg), Australia (Suncorp Metway) and Vietnam (HSBC).  Swiss Banks are expensive.  You get secrecy in exchange for your minimum 10K deposit.  It must be said that I lived in all of those countries where I had bank accounts.

Any Bank will take your money.  They will charge you fees, and you may incur tax obligations.  But, really, I don't understand what your question is, Gad.

If you have less than 10K, what are you trying to do?  Are you hiding money?  Buy gold.  Go to kitco.com.  It's a gold account in Canada.

Less than 10K is pocket change for the top of the dresser.  I really don't see why you are trying to open foreign bank accounts for so little money unless you are living there and need a check account, a Visa debit card etc. in a foreign currency.

If you could elaborate more, maybe I can help you.

  2. Some good banks would allow you to do this. But are you going to fly to Europe? It would cost you about $2,000-3,000. What amount of money are you going to deposit? Your higher interest rate may not cover your expenses if you are going to deposit small money.
