  1. Can't tell you how to build one, but here is basically how a 'split unit' air conditioner works:

    The exterior unit contains coils (like a car radiator), a compressor, an expansion valve and a fan.

    The circulatory system is charged with a refrigerant gas called Freon which is compressed, causing it to become a hot, high pressure gas. This hot gas runs through the coils and with the help of a fan, the heat is dissipated outside.

    This results in the cooling of the freon which then condenses into a liquid. The cooled liquid then runs through an expansion valve, making it evaporate into cold, low pressure gas; this is piped into the unit inside the room.

    The cold liquid gas passes through another series of coils and a  multi-speed fan draws the air in the room (hottest near the ceiling as heat rises) and blows it back into the room at a lower temperature. This also removes moisture which is drained into a pipe leading outside.

    Continuous recycling (and drying) of the air through the cooled coils lowers the room temperature progressively. A thermostatic switch  turns the compressor on and off periodically to maintain the desired room temperature.
