Styli-Style 24hour waterproof self sharpening stick eyeliner. It's amazing and like 7 dollars. It really is water proof, but it is still a stick liner so you can set it with shadows to make black more exciting. I love it.

Revlon ColorStay is great for both pencil and liquid eyeliner. It barely smudges and lasts for a while.

REVLON COLORSTAY...

it doesn't smudge and will only come off if you wash it,,, trust me..!!

My personal favorite would be Revlon ColorStay.

I've tried a lot of other brands but they never seem

to stay, and would rub off or smear, but ever since I switched

to Revlon, my eyes don't get irritated by it and it doesn't

smear off. (:

I shop pretty frugally, but the best brand I've ever used (and still use since 2004) is by Love My Eyes by Bari Liquid Eyeliner Black. It's only around $2.00, but just one bottle lasts me for about 5-7 months and I use a hella lotta black eyeliner everyday!

You can find it at your local Wal-Mart :)

forgot to add, it is long-lasting and never runs. Once, I had kept mine on for three days (pure laziness).

For a drugstore brand, Revlon ColorStay is pretty good.  It's actually BLACK and lasts a long time, plus it's easy to use.  

I also LOVE GOSH eyeliners, especially the liquid ones.  The last FOREVER (if you don't have a GOOD eye makeup remover then it will not - will NOT - come off!), and the black is so fantastic.  They're sold in Canada and lots of places in Europe, specially the UK, plus online.  If you can find it, get it!
