Guadalajara has a metropolitan area that includes many "cities", like Los Angeles, Mexico and many others.

The closest cities to Guadalajara would be Zapopan, Tlaquepaque and Tonalá; those three surround Guadalajara city, but the metropolitan area includes El Salto and Tlajomulco.

If we are thinking that all those are one and not six cities, well, the next cities would be Chapala, Ixtlahuacán and Zapotlanejo.

But if what you mean is cities that actually look like cities, the next will be Tepatitlán, then Ciudad Guzmán and, no that close but the next, Lagos de Moreno.

If what you mean is State capitals,  the closest could be either Morelia (Michoacán state) or Tepic (Nayarit state). León is not a capital state, but is bigger than Guanajuato city and closer to Guadalajara.
