What Consist of a tune-up for a 2001 mazda 626? Also could being in need for a tune-up cause the hesitating he does at stop lights?

YES the tune up  can stop the hesitate

the tune up consists in spark plugs, spark cables, ignition rotor, ignition cap, fuel filter, air filter, oil filter and oil

but thats is not on all cars because of your car is electronic ignition you dont need to change the ignition cap or rotor because it dont have it

you can only change spark plugs, spark cables, air filter and oil filter

the fuel filter can not be changed because is inside the fuel tank
