Countries import rice when they consume more than they produce.  For instance, while America has rice-growing regions in North Dakota, Minnesota and Louisiana/Mississippi, it doesn't produce enough to feed all of America, so we import the rest from the orient.  The same would be true of Canada, Mexico, South America, Most of Western Europe, Africa, Australia and Eastern Europe and Northern Asia (Russia).

    Better to consider the list of rice-producers and deduce that all the others need to import.

    Producers also import because their local production is small (eg Panama)
