Unrealistic question, technology is not measured because it is constantly growing. Africa as a continent might be the least technological country because they are technically the poorest but that is still only a statistic.

Sierra Leone, Africa where many parts of the country do not have running water or electricity, and day-to-day life is a struggle. Brutal civil war, high unemployment rates, and natural disasters like floods have ravished the country and made it one of the poorest in the world. Technological advances are not a priority, survival is. It's immeasurably behind the States.

Myanmar (formerly Burma) has the technology - it has the internet, telephone & satellites, but the government restricts access to the internet so that less than 1% of the citizens can go online, and all forms of communication are monitored with severe penalties for "misuse."So........to the majority of the people living there, they are decades behind the US in so many ways, including technology.

The place were I've personally been that was the most behind technologically was the Taquile Island in Lake Titicaca in between Peru & Bolivia. There is no electricity or running water, or cars or bicycles. The family who hosted us had never even heard of California, and were stunned by my iPod. But the people there were lovely, generous in spirit, & happy.
