Sorry no ref., but it would have been around 1870-1880, after Reconstruction and the north was kind of withdrawing from the south and leaving Southerners to deal with the aftereffects.  It was in the 1880s I think that the Louisiana   railroads got taken to the Surem Court for their practice of segregating rail cars by race.  The trains won, and the Supreme Court announced the doctrine of 'Separate But Equal' to be Constitutional. Separate But Equal was the basis of Jim Crow laws , with segregation applying to everything from water fountains to schools to bus seats.
