What Did BlackWater Do In Hurricane Katrina?

I was reading about it and many of the residents said that they felt intimidated and/or threatened at the presence of the BlackWater employees down in the Katrina after-math.

Why exactly was BlackWater there? Did they do anything bad?

Why would they be intimidated by them?  They were there to help out police forces.  The only ones who should be concerned are criminals and looters.
