John t is on the right track, but to be more specific, agents of the government have to live by the same laws as the people. That means if the President, or members of congress, or employees of the government break the law, the law is to be blind to their position.

Jorge, It means that not even the government can commit crimes.  The government must abide by the laws created by it as representatives of the people.
