What does it mean if someone is passive aggressive?

Passive aggressive means to passively express anger.  For example, being late to meeting with your friends making them sit around waiting and wasting time.  Another example is saying someone's outfit looks nice when you mean it doesn't and something in the way you say it conveys that message even though you're words don't.  It's quietly undermining another w/o appearing to be overtly angry.

that means they will let you mistreat them and wont get back at you so long as your looking but when your back is to them watch out! they go out of their way to avoid confortation but will get you in the end. i know i am one of them.
