  1. I think this is from the movie "Judge Dredd". I don't remember the context though. Sorry.

    I think its intent is that as long as someone is seen to be punished, society will consider itself avenged for the wrong acts in question.

  3. It sounds to me like it means the idea of justice is someone paying for a crime whether they are guilty or not. That would mean making someone what is called a "scapegoat," meaning an innocent person who pays for something they didn't really do. The implication would be that justice isn't always fair and often seeks to blame somebody, anybody, rather than come up emptyhanded.

    The way to frame someone to get the right ingredients at the right time.

    So if your innocent, it doesn't matter because the justice system is flawed.. So..

    The defintion is that it doesn't if they're guilty or not, someone has to pay.

  5. I think it means Justice is corrupt, and someone will pay for the crime, just not the right person.

    Who ever is saying this is pretty much criticizing the justice system, saying they falsely accuse.

  6. I suppose it means that our current justice system works this way. It is satisfied once it has someone sentenced for a crime.  That person is sometimes not guilty, sometimes was not the only person who did the crime, and sometimes was just a low person who got caught, while the real "bad guy", the person who planned it, or organized it, or provoked it in some way, did not have to pay.
