answered the same question here http://answers.yahoo.com/question/index;...  I beleive it is a hoax by the picture.  

The story has holes too.  The woman who took the picture didn't bring in any more evidence besides the picture.  Also, the guys who found the remains of something, found severly decomposed remains from something that looked like it had more fur than in the photogragh.

From what I can tell, it is an unfortunate cat.

It is markedly decomposed, so many of its catlike features are gone, but it does have remnants of fur.  Its hind foot (upper left) is catlike.

The big giveaway is the teeth.  The bottom jaw is mostly visible, while the upper jaw is partially missing.  The photo lighting makes it look like it has a beak, but the shadow clarifies that to reveal some details.  Its ears are mostly missing.

I'm going with CAT.

That is, assuming its even a real photo...
