Ya you can, a lot of the swimmers in the Olympics from other countries train in the U.S, even though you live in the u.s it is still possible.

Yes. Many of the non-US swimmers actually are born and raised in the US (see Milorad Cavic of Serbia in last nights M 100 fly - silver medal) but have dual citizenship. They represent another country during the olympics so they can make the games.

One of my swimmers was a National level swimmer, in fact he had Olympic Trials Qualifying times, but decided to represent Turkey since he couldn't make the US team.
