A mill deck is one that forces a player to put cards from their library into their graveyard (Magic the Gathering) or Discard Pile (YGO).  The term comes from an old Magic card called Millstone.  For 2 mana and tapping the Millstone, you force a player to put 2 cards into their graveyard from the top of their library.

Decks that discard cards from the deck. good examples of this would be lightswarm, or DDT (Diamond Dude Turbo). Some decks are able to turn this into an advantage. ie when Diamond dude discards a normal spell that has a cost i.e. Destiny draw (discard 1 destiny hero is the cost here) then the cost is eliminated. If diamond Dude was to mill into destiny draw basically you draw three times next turn instead of 1ce. big advantage.
