This is a difficult question to answer, primarily because manufacturers aren't legally required to disclose what chemicals go into a product.  Ironically, federal laws regulating chemicals in children's toys, such as rubber duckies, all require balancing the benefits of protecting children with the costs to industry of implementing safer alternatives.

    The chemical build is not solely "rubber" as we know it and does not resemble tyres, or other traditional rubberised products.  Therefore, rubber duckies are not made from rubber, per se.  They are made from Polyvinal Chloride (PVC) with added Phthalates and Bisphenol -- both are toxic chemicals, which are used to harden or soften plastics and can leach out each time the plastic is manipulated by, say, use in the bath.  Even those duckies that report that they are "safe, non-toxic"  --  contained these chemicals.  Some duckies include polycarbonate -- similar to the chemical construction of babies' bottles and, by definition (as they require hardening to form the shape and use), contain Bis A.

    Phthalates softens polyvinyl chloride products.  Lab animal studies show some phthalates interfere with hormonal systems, disrupt testosterone production and cause malformed s*x organs. There are six types of "bad" phalates but two are more common -- DHEP (bis( 2-ethylhexyl) phthalate) and DnOP (di-n-octylphthalate).  The DEHP form is a carcinogen and a reproductive toxicant. Phthalates shed or leach from products.  Bisphenol A acts as building block in hard, clear polycarbonate plastic baby bottles, water bottles and containers.  In this case, it hardens parts of the rubber duckie (like the head) which are not part of the "squirting" mechanism.  Bis A is also found in liners inside food and drink cans.  Lab animal studies show that at low levels, bisphenol A can alter the function of the thyroid gland, brain, pancreas and prostate gland. It leaches out of products under normal use. It is found in humans, especially in placental and fetal tissue.
