  1. Most likely this is for your video card.If it also includes your drivers for the card  then If you delete it you will lose settings to your video functions such as screen size, resolution, and standby settings.

    Thats all i can answer from just the info you gave. ATi is mainly a manufacturer for Graphics Cards


  2. This is just so to make it easier to change you video card settings.

    You can access the same from the control panel, so the answer is no you do not need it.
